Reaching the secluded terrace requires scaling nearby buildings and navigating across rooftop walkways. Spotting the small camp setup with chairs, crates, and blue tarps indicates you have found the correct spot.
Repairing the Solar Panel and Completing Objectives

Look directly to the left of the panels on the ground to locate a small yellow electrical junction box. Interacting with this box allows you to consume the three Wires carried in your inventory to restore power immediately.
